Mr. Dovran Halbayev (Turkmenistan)

The EAG Deputy Chairman is approved by the Plenary Session to substitute the Chairman in his/her absence and to perform other duties assigned by the Chairman. The Deputy Chairman shall be approved for each presidency period on a rotating basis in the order of the Russian alphabetical order of the names of the Member States. The EAG Chairman and Deputy Chairman cannot be simultaneously representatives of the same EAG Member State.

By the decision of the 35th Plenary meeting Mr. Dovran Khalbaev (Turkmenistan) was approved as the Deputy Chairman for the period 2022-2023.

Dovran Halbayev

Chairman of the Financial Monitoring Service under the Ministry of Finance and Economy of Turkmenistan.

Born on August 9, 1985, Ashgabat city, Turkmenistan.

In 2006, he graduated from Belgorod State Technological University named by V.G. Shukhov with a degree in "World Economy".
In 2015 graduated from the Academy of Public Service under the President of Turkmenistan.

Professional experience:
From 2008 to 2011 worked in various positions in the Main Financial Department of Ashgabat city.
From 2011 to 02.2017 worked as a chief specialist of the Tender Department, Treasury Department, Ministry of Finance and Economy of Turkmenistan.
From 02.2017 to 08.2017 worked as Head of departments of Fuel and Energy Complex, and Industry, Transport and Communication, Department of Industry, Ministry of Finance and Economy of Turkmenistan.
From 08.2017-10.2018 worked as the Head of the financial department of Bagtyyarlyk etrap of Ashgabat city.
From October 2018 to the present time he is the Chairman of the Financial Monitoring Service under the Ministry of Finance and Economy of Turkmenistan.
