The Eurasian group on combating money laundering and financing of terrorism (EAG) announces recruitment to fill a vacant position in the EAG Secretariat.
The contest is announced for a position that becomes vacant on August 1, 2026.
Vacancy: AML/CFT/CPF Counsellor of the EAG Secretariat
Qualification requirements:
Higher professional education with fluent knowledge of Russian and English or English and Chinese.
Work experience – a minimum of 2 years, including at least one year in the field of anti-money laundering, counter-terrorism financing and financing of proliferation of weapons of mass destruction (AML/CFT/CPF).
Professional knowledge and skills:
Knowledge of:
- international standards on AML/CFT/CPF and practice of their application in the EAG region;
- legal framework and procedural mechanisms of the EAG activity, EAG regulatory legal acts and local legal acts of the Secretariat;
- principles of functioning of the Secretariat or executive body of another international organisation;
- institutional structure and legal framework in the field of AML/CFT/CPF of the EAG Member States.
Skills of:
- planning and analysis of the results of his activities;
- compilation of analytical reports on matters within his competence, maintaining business correspondence;
- conducting negotiations and speaking in public;
- organizing international events (conferences, workshops, etc.);
- analysing the legal, institutional, financial and economic systems for compliance with international AML/CFT/CPF standards;
- above-average use of computer and other office equipment, as well as word processing applications (MS Office) and Internet resources.
Official duties:
- organisation, coordination and participation in mutual assessments of compliance of the legislation of the Member States with international AML/CFT/CPF standards, as well as the effectiveness of national AML/CFT/CPF systems;
- coordination of technical assistance programmes in accordance with the Rules on coordination of the technical assistance provided to the EAG Member States;
- organisation of EAG typological projects in accordance with the EAG Guidelines on conducting EAG typologies projects, as well as direct participation in EAG typological projects;
- participation in organisation of EAG events, including the Working Groups and Plenary meetings, training seminars, consultations with the private sector and others, preparation of materials and documents for them;
- participation in development of EAG Strategy, EAG Secretariat activity plans, EAG annual and prospective plans, preparation of Secretariat activity reports, EAG annual report and Secretariat travel plan for the next year;
- ensuring the implementation of decisions and assignments of the Plenary meetings, the Chairman and the Executive Secretary;
- effective interaction with the Member States, observers, other countries and international organisations on issues within the EAG competence;
- providing expert and advisory support to the Member States on the improvement of national AML/CFT/CPF systems;
- interaction with the FATF and FATF-Style Regional Bodies (FSRBs) Secretariats, participation on behalf of the Secretariat in FATF, FSRBs and other international events upon instruction of the Executive Secretary;
- informing the Member States on the results of the events held within the FATF, FSRBs and other international organisations and groups, including the adopted changes to the FATF Standards;
- preparing analytical materials, conducting business correspondence, ensuring non-disclosure of confidential information;
- participation in ensuring the activities of the EAG Chairman and the EAG Deputy Chairman, organising and ensuring the activities of the EAG Working Groups in accordance with the Mandates of the Working Groups;
- carrying out information activities in accordance with the EAG Information and Communication Strategy;
- assisting the Executive Secretary in ensuring internal coordination of the Secretariat's activities within his/her area of competence;
- fulfil other functions in accordance with the Regulation on the Secretariat, decisions of the Plenary meetings and upon instruction of the Executive Secretary.
The recruitment procedure:
The recruitment procedures are approved by the Regulations on the procedure of the recruitment to fill the vacancies in the EAG Secretariat.
Terms and conditions of employment and social guarantees:
- Official salary: 264,589 Russian roubles;
- official employment;
- work in the office (Moscow, Khomutovsky tupik, 5A, bld. 1);
- irregular working day, the main work schedule - 5/2, from 09:00 AM to 06:00 PM;
- business trips;
- permanent employees of the Secretariat are paid a salary and a bonus (up to 45% of the official salary). Payments are made in Russian roubles.
- the duration of annual leave is 36 calendar days. The official salary maintained for the period of the leave of regular employee.
- permanent employees of the Secretariat, as well as their family members staying with them in the country of residence of the Secretariat (spouse, minor children or children over 18 years of age who became disabled before reaching the age of 18), are reimbursed for medical and preventive and medical care in an amount not exceeding 130,000 Russian roubles per year.
- permanent employees of the Secretariat are reimbursed (up to 85,000 Russian roubles per month) for the rent of accommodation if they are not provided with such accommodation in the city of the Secretariat's residence, upon presentation of duly executed supporting documents.

c) a copy of national passport;
d) documents (duly certified copies), confirming required professional education, as well as, at the citizen's request, additional professional education, academic degree, academic title;
e) documents, confirming work experience and skills certified by the personnel service departments at the place of work (service);
f) recommendations (if any).
The documents listed in subparagraphs "a" - "f" must be provided in English language together with a translation into Russian language.
The documents must be submitted from 03.02.2026 00:00 AM (Moscow time) until 04.03.2026 23:59 PM (Moscow time).
