The Plenary Week of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) concluded its work in Minsk
Delegations from the nine EAG member states (Belarus, India, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan), as well as countries and international organizations with EAG observer status, took part in the EAG Plenary Week events held from 24 to 28 November 2025. The Republic of Belarus was represented in the EAG by the Financial Monitoring Department of the State Control Committee of the Republic of Belarus.
More than 300 representatives of government and law enforcement agencies, financial intelligence units, the private sector, and experts from more than 18 countries discussed issues of cooperation in combating money laundering and the financing of terrorist activities.
The main event of the Plenary Week — the EAG Plenary Meeting — took place on 27–28 November. The participants reviewed national approaches to implementing the mandatory recommendations of the Financial Action Task Force (FATF), which apply to all countries. These recommendations cover legislation on combating money laundering, interagency cooperation, the work of law enforcement, and engagement with the private sector (banks, notaries, gambling establishments, etc.). Approaches to upcoming evaluations of EAG member states’ anti-money laundering systems for compliance with international standards were also discussed.
Belarus hosted this prestigious international forum for the third time. The previous EAG Plenary Week in Minsk was held in 2018.
During the EAG plenary session, Dmitry Zakharov, Director of the Financial Monitoring Department of the State Control Committee of the Republic of Belarus, spoke about advanced tools for detecting proceeds of crime: «First of all, international experts highlight our experience in customer identification in the banking sector and other sectors of the economy. It enables the prompt identification of suspicious financial transactions, further analysis of such operations, and their referral to law enforcement agencies for detailed review.»
D. Zakharov also emphasized the regulation of the cryptocurrency market: «We have developed an automated anti-fraud system that allows law enforcement agencies to promptly block suspicious financial transactions related to cyber fraud and various financial abuses. This helps prevent the withdrawal of such funds outside the country.»
He also noted the control system in the gambling industry, which includes mechanisms for identification, verification, and monitoring of financial transactions.
