November 2-3, the AML/CFT supervision workshop was held in Kishinev (Moldova)

    Experts from the Central Bank of Russia and National banks of Moldova and Ukraine participated in the workshop alongside those from the EAG FIUs, the Council of Europe, banking community and international development banks including the European Bank for Reconstruction and Development and Eurasian Development Bank.

    The agenda of the workshop contained the following relevant issues of conducting AML/CFT supervision in credit sector:

    • The principles, standards and recommendations for AML/CFT supervision in banking sector: international experience review; 
    • Identifying and reporting transactions which are subject to mandatory control; 
    • Identifying, assessing and mitigating ML/TF risks in banking sector;
    • FIU and banking supervisory bodies cooperation with credit institutions; 
    • Inspecting credit institutions’ compliance with AML/CFT legislation; 
    • Analyzing errors and other deficiencies committed by credit institutions when reporting to the competent authorities; 
    • Training banking compliance officers; 
    • Conducting AML/CFT supervision in national and international development banks: cooperation with supervisory authorities.

    Also within the framework of the seminar, on November 2 the International Training and Methodology Centre for Financial Monitoring (ITMCFM), founded by Rosfinmonitoring, and Office for Prevention and Combating of Money Laundering of the Center for Combating Economic Crimes and Corruption of Moldova signed an agreement for cooperation.

    The cooperation will include AML/CFT legislation development, carrying out programmes for technical assistance, elaborating research and methodological materials and conducting training. 

    In the framework of the agreement, the parties also signed protocol on providing training for Moldovian specialists in the Russian National Research Nuclear University "MEPhI" which is also a partner of the ITMCFM.
