To the management and members of staff of the Federal Financial Monitoring Service

The Secretariat of the Eurasian Group on Combating Money Laundering and Financing of Terrorism congratulates the management and members of staff of the Federal Financial Monitoring Service on the 20th anniversary of the establishment of the agency! 

Over the past period Rosfinmonitoring has become an integral part of the country's financial security system by accomplishing significant work on the establishment of a national anti-money laundering mechanism, identification of ML/TF risks and development of mitigation measures. All these years the activities of the Service were aimed at efficient solution of priority tasks of combating legalization of criminal proceeds and suppression of terrorism financing channels. The high professionalism, competence and dedication of the Russian financial intelligence officers allow them to do this both effectively and promptly. 

It should be particularly noted that the activities of Rosfinmonitoring have earned the deserved recognition of the professional international community. Russia makes a key contribution to the work of relevant international organizations, such as FATF, EAG, MONEYVAL and the Egmont Group and has acquired a reputation of a reliable participant in the FATF Global Network. An important result of the joint efforts of Rosfinmonitoring, other interested agencies and the private sector was the successful adoption of the Russian report in the fourth round of FATF mutual evaluations, which placed Russia among the top five countries in the world in terms of the level of effectiveness of the national anti-money laundering system.

One of the results of Rosfinmonitoring's systematic efforts to provide technical assistance to partner countries was to create necessary conditions for the development of national anti-money laundering systems of EAG member states, as well as to enhance their effectiveness by sharing knowledge and experience in order to strengthen the capacity of human resources, build technological infrastructure, organize seminars, trainings, and capacity building programs. In this connection, it is necessary to note the mission of the International Training and Methodological Center for Financial Monitoring and the International Network Institute in the field of AML/CFT, the results of which deserve the highest appreciation.
