The EAG Secretariat participated in the Eleventh International Scientific and Practical Conference of the SCO Regional Anti-Terrorist Structure

On 20-21 November 2025, the Eleventh International Scientific and Practical Conference of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organisation (SCO RATS) was held in Tashkent (Republic of Uzbekistan) on the theme: “Preventing the spread of terrorism, separatism and extremism: addressing the root causes”.

The conference was attended by representatives of the competent authorities of the SCO member states, as well as delegates from SCO partner states. Representatives of relevant international organisations, including the Eurasian Group on Combating Money Laundering and the Financing of Terrorism, and research institutions also took part in the conference.

During the conference, participants:

• discussed trends and the evolving nature of current challenges and threats within the SCO’s area of responsibility in the field of countering terrorism, separatism and extremism, as well as counter-measures at national and regional levels;
• analysed cooperation and coordination between SCO member states and partner states in the field of countering terrorism, separatism and extremism, and made recommendations on improving regional cooperation mechanisms in this area;
• exchanged views on trends and the nature of the transformation of global challenges and threats in the field of international terrorism, separatism and extremism, and proposed effective mechanisms in this regard;
• identified the main areas for aligning global and regional efforts to further improve and make effective use of mechanisms for international cooperation in countering terrorism, separatism and extremism;
• emphasised the importance of responding to the threats posed by manifestations of extremism utilising information and communication technologies, with a focus on providing scientific, educational and methodological support for activities to counter terrorism, separatism and extremism;
• emphasised the need to analyse and discuss the security challenges and threats associated with the use of modern information and communication technologies (ICT) for terrorist, separatist and extremist purposes; noted the importance of developing modern technologies, including artificial intelligence, in countering terrorism, separatism and extremism;
• proposed identifying priorities and making recommendations to strengthen international cooperation in the field of ICTs to counter terrorism, separatism and extremism;
• exchanged experiences of international cooperation in the field of countering money laundering and the financing of terrorism.

The EAG Secretariat presented a statement on international cooperation in the field of countering the financing of terrorism.

Conference participants commended the organisation and conduct of the Conference and expressed their gratitude to the Executive Committee of the SCO RATS for creating favourable working conditions and for their warm welcome.
