The XVIII Meeting of the Heads of the CIS Competent Authorities Lead Units in Charge of Countering Terrorism and the Heads of the CIS National Structures in Charge of Coordination of Counter-Terrorism and Counter-Extremism Activities was held in Moscow on June 10, 2025.
The event was attended by representatives of:
- competent authorities of 9 CIS member-states – the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan;
- working structures of 13 CIS bodies – Executive Committee, Council of Interparliamentary Assembly, Council of Heads of Security Agencies and Special Services, Council of Ministers of Internal Affairs, Council of Border Troops Commanders, Council of Ministers of Defense, Coordinating Council of Prosecutors General, Council of Heads of Financial Intelligence Units, Council of Heads of Customs Services, Council of Heads of Migration Authorities, Coordinating Transport Conference, Interstate Aviation Committee, Anti-Terrorism Center;
- 4 basic organizations of the CIS member states – for studying the problems of countering terrorism and other manifestations of extremism, for training personnel in the field of countering terrorism and extremism, for training, professional retraining and advanced training of commanding staff in the border sphere, and on languages and culture;
- 3 international organizations – Collective Security Treaty Organization, Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization, Eurasian Group on Combating Money Laundering and Financing of Terrorism.
The meeting included a plenary session and 4 specialized sessions.
The plenary session heard a congratulatory address from the Chair of the Council of Heads of CIS States, President of the Republic of Tajikistan Emomali Rahmon, who noted the validity of the decision taken in 2000 by the Council of Heads of CIS States to establish the CIS ATC and emphasized the Center’s significant contribution to the anti-terrorist cooperation of the competent authorities of the CIS member states.
During the first session on national experience in countering terrorism and extremism the participants:
- exchanged assessments of the main threats to collective and national security and forecasts for their development;
- noted the increasing propaganda activity of terrorist organizations, which creates risks of involving citizens of the Commonwealth countries in terrorist activities, including terrorism financing;
- noted the continuing relevance of security threats linked with the return of terrorist-fighters — citizens of the CIS member -states to their countries of origin through illegal migration channels;
- emphasized the increasing risks of illegal import of weapons and ammunition from armed conflict zones to the CIS countries for their use in terrorist activities, as well as the increase in the number of terrorist acts with use of unmanned aerial vehicles;
- exchanged national experience and positive practices in countering terrorist and extremist threats, including anti-terrorist protection of critical facilities, transport and energy infrastructure, countering terrorist use of unmanned aerial vehicles, and blocking terrorist and extremist content in the Internet.
During the second session on international counter-terrorism cooperation the participants:
- reviewed cooperation in countering terrorism and extremism in the border area, identifying and blocking channels for smuggling funds used for terrorist and extremist purposes, and routes of movement of members of terrorist and extremist organizations who use illegal migration channels;
- noted the importance of joint measures to counter financing of terrorism and extremism, including the use of modern digital tools;
noted the need to further improve the international legal framework for cooperation in the field of combating terrorism and extremism, as well as information exchange between relevant international and regional organizations.
The third session discussed the organization of a joint anti-terrorist exercise of the competent authorities of the CIS member-states "Commonwealth-Antiterror - 2025" in October 2025 on the territory of the Republic of Tajikistan.
During the fourth session on counteracting radicalization of the population, the participants:
- discussed the deradicalization-related situation in the Commonwealth and trends of its development among the categories of the population most susceptible to the influence of terrorist and extremist ideology;
- considered the organizational, practical and scientific-educational aspects of deradicalization activities, exchanged national experience and positive practices in this area;
- noted the importance of training personnel involved in the field of deradicalization, the availability of specialized educational organizations, approved educational programs and standards, special educational and methodological literature;
- emphasized the importance of international cooperation of competent authorities, the use of capacities of basic organizations of the CIS member-states, as well as religious, educational, other organizations and civil society institutions in the deradicalization field.
The EAG Secretariat reported on its joint work with the CIS ATC aimed at establishing and developing national anti-money laundering systems in the region, the effectiveness of which is monitored through the Eurasian Group's assessment mechanisms based on international FATF standards.
