The 17th EAG Plenary meeting public statement

    The 17th EAG Plenary and Working group meetings took place in New Delhi, India on November 6-9, 2012.

    All the EAG member-states and representatives of more than 10 EAG observer states and international organizations have participated in the meetings.

    The EAG Plenary has approved Mr. Shaktikanta Das (Republic of India) as the Deputy EAG Chairman and has expressed its gratitude to Mr. Liu Zhengming (People’s Republic of China) for the results achieved in the development of the regional anti-money laundering and countering the financing of terrorism system (AML/CFT).

    The EAG Plenary has appointed Mr. Boris Toropov (Russia) for the position of the EAG Executive Secretary, who held the position of the Acting EAG Executive Secretary since November 2011.

    The Plenary has approved mandates and candidacies of the co-chairs of the Working Group on Mutual Evaluations and Legal Issues (WGEL), Working Group on Technical Assistance (WGTA), Working Group on Typologies (WGTYP).

    The Plenary has approved the reports of the WGEL, WGTA, WGTYP, WGOS and WGCF.

    Participants have heard the information regarding the status of the EAG internal organizational documents, the current FATF initiatives and the results of work on preparation of the FATF assessment methodologies.  

    The assessment of progress of the EAG member-states in improvement of their national AML/CFT systems:

    Republic of Belarus
    The EAG Plenary welcomes the progress made by the Republic of Belarus since October 2010 related to the legislative-related recommendations (R.1, R.3), finance-related recommendations (R.5, R.7, R.15, R.18), DNFBPs-related recommendations (R.12, R.24, R.25).
    The Republic of Belarus needs to activate its work to eliminate deficiencies revealed in the course of evaluation concerning R.13, R.23, SR.II, SR.III, SR.IV.
    The Republic of Belarus should continue its work on enhancement of national AML/CFT system and on elimination of deficiencies revealed in the course of mutual evaluation, and provide the next follow-up report at the 21st EAG Plenary meeting in 2014.

    Kyrgyz Republic
    The Plenary has welcomed the progress made by Kyrgyzstan with regards to the FATF Core and Key recommendations R.1, R.5, R.3, SR.III, SR.V. The country has confirmed its high level political commitment in addressing deficiencies of the national AML/CFT system in order to bring it in line with international standards and the FATF requirements.
    Kyrgyz Republic needs to activate its work in eliminating its deficiencies revealed in the course of its mutual evaluation with regard to R.3, R.5, R.13, R.23, R.35, SR.II, SR.III.
    Kyrgyzstan will provide its next follow-up report on progress of its national AML/CFT system at the 18th  EAG Plenary meeting under the enhanced monitoring procedure.

    Republic of Tajikistan
    The EAG Plenary noted the substantial progress made by Tajikistan on R.1, R. 3, R. 26, SR.II, SR.III.
    Tajikistan should strengthen its activity to address remaining strategic deficiencies with regard to R.3, SR.III in a short term.
    Tajikistan will present its next follow-up report on progress of its national AML/CFT system at the 18th EAG Plenary meeting under the enhanced monitoring procedure.

    Turkmenistan
    Turkmenistan has made progress on Core and Key recommendations since May 2012, namely R.1, R.5, R.12, R.23, R.26, R.40. This progress shows practical actions of Turkmen authorities.
    Taking into consideration significant progress made by Turkmenistan for the reporting period and significant progress made since the 14th EAG Plenary meeting, Turkmenistan is transferred from the enhanced to standard monitoring procedure in the EAG.
    Turkmenistan will provide its next follow-up report at the 21st EAG Plenary meeting.

    Republic of Uzbekistan
    The EAG Plenary welcomes the progress made by the Republic of Uzbekistan on addressing deficiencies in a number of Recommendations since December 2010.
    The Republic of Uzbekistan is recommended to actively eliminate the deficiencies, in particular, with regard to SR. I and SR. III, and should continue the work on improving the national AML/CFT system.
    Uzbekistan will present its next follow-up report at the 21st EAG Plenary Meeting.
