On July 5, 2018, the National Bank of Tajikistan hosted the workshop arranged by the Financial Monitoring Department for increasing the knowledge and skills required for combating money laundering, terrorist financing and financing of proliferation of weapons of mass destruction (AML/CFT/CPF).
The workshop was attended by the representatives of the Finance Ministry of the Republic of Tajikistan and reporting entities, including dealers in precious metals, stones, jewelry made of them and jewelry scrap, operators of betting shops and bookmaker offices, operators of lotteries and other prize drawing games, including electronic ones, professional securities market participants, audit firms and individual auditors.
The workshop was opened with the welcome address delivered by F. Faizullozoda, Director of the Financial Monitoring Department of the National Bank of Tajikistan, who emphasized that stable operation of the national AML/CFT/CPF system depends on effective work of the relevant government authorities and entities engaged in transactions with funds and other assets.
After that, the representatives of the Financial Monitoring Department made the following presentations:
• International AML/CFT/CPF standards;
• Requirements set forth in the AML/CFT/CPF legislation of the Republic of Tajikistan;
• Procedure of submitting reports to the Financial Monitoring Department;
• Inspections of entities engaged in transactions with funds and other assets;
• Report of outcomes of the national assessment of money laundering and terrorist financing risks;
• Counter-terrorist financing efforts undertaken by the Financial Monitoring Department.The Financial Monitoring Department demonstrated the short video about the fight against terrorism and violent extremism to inform the participants about the severe consequences of terrorist and extremist activities that have become the global problem faced by the modern world.
After demonstrating the video, F. Faizullozoda answered the questions raised by the workshop participants and noted that the national risk assessment was conducted since April 2015 through September 2017 for identifying and mitigating money laundering and terrorist financing (ML/TF) risks. The final version of the report was adopted at the meeting of the standing Interagency AML/CFT/CPF Commission held on September 18, 2017. The full text of the report was disseminated for familiarization and use by the relevant government authorities, which, in turn, are obliged to take, jointly with the reporting entities, appropriate measures for mitigating and eliminating the identified risks.
The representative of the Ministry of Finance further noted that, being the government authority in charge of AML/CFT/CPF regulation and supervision over the reporting entities, the Finance Ministry takes necessary measures for mitigating the risks identified in course of the national ML/TF risk assessment.
The participants expressed their gratitude to the parties and senior officials of the National Bank of Tajikistan for excellent organization of the workshop and noted that such workshops help to increase the professional knowledge of specialists. Besides that, the participants proposed to hold practical workshops in future for further strengthening the national AML/CFT/CPF system.
Closing the workshop, F. Faizullozoda thanked the participants for attending to this event and noted that the Financial Monitoring Department is ready to work with the national ministries and agencies for developing mutually beneficial AML/CFT/CPF cooperation.
