Rosfinmonitoring and UN Office of Counter-terrorism sign Memorandum of understanding
Yury Chikanchin, Director of Rosfinmonitoring, and Vladimir Voronkov, United Nations Under-Secretary-General and Head of The United Nations Office of Counter-Terrorism (UNOCT), formally signed a Memorandum of Understanding. The document is aimed at strengthening cooperation in combating the financing of terrorism. The agreement also supports the implementation of the UN Global Counter-Terrorism Strategy, as well as other resolutions of the UN General Assembly and Security Council.
Under the Memorandum, the parties will develop initiatives to build capacity for combating terrorist financing at the global, regional, and national levels in accordance with international commitments and standards. The document will also serve as the foundation for cooperation in identifying, collecting, and disseminating best practices, expertise, and research findings related to the fight against the terrorist financing.
Mr. Voronkov noted the productive cooperation with the Federal Financial Monitoring Service, including joint projects such as the development of a Guide on Countering the Misuse of Virtual Assets and Virtual Asset Service Providers for the Terrorist Financing.
“The signing of this Memorandum marks an important milestone, providing a foundation for exploring joint activities and responding to emerging priorities identified by both parties. It reflects our shared commitment to further strengthening cooperation in preventing and combating terrorism, including its financing, in accordance with international law and the UN Charter,” he said.
Mr. Chikanchin emphasized the constructive counter-terrorism partnership with UNOCT and noted that combating common global threats can only be effective when efforts are coordinated at the international level.
“Today’s signing is an important result of our fruitful cooperation in combating terrorism and its financing, especially in light of new challenges. We are observing emerging threats linked to the proliferation of digital technologies, including the use of virtual assets by criminals and the constant updating of money theft schemes that also fund terrorism. These and other current risks require coordinated response measures,” said the Director of Rosfinmonitoring.
At the end of the meeting, which was held via videoconference, the parties agreed that the signed Memorandum would serve as a strong foundation for further strengthening cooperation in the global effort to combat terrorism.
