AML/CFT/CPF Workshop for Defense Lawyers and State Notaries

    On August, 7, 2018, the Anti-Money Laundering, Counter-Terrorist Financing and Counter-Proliferation Financing (AML/CFT/CPF) workshop for the Association of Lawyers of the Republic of Tajikistan, defense lawyers and state notaries was held at the initiative of the Financial Monitoring Department at the National Bank of Tajikistan.

    The workshop was opened by Mr. Faizullozoda, Director of the Financial Monitoring Department under the National Bank of Tajikistan, who delivered the welcome speech and noted that the national AML/CFT/CPF system goes through the extremely difficult period, and its sustainable development depends on effective work of the relevant government authorities and entities engaged in transactions with funds and other assets, including defense lawyers and state notaries. Mr. Faizullozoda also underlined that the armed conflicts in the Middle East and emergence of the so-called Islamic State formed the basis for the growth and expansion of terrorism. Consequences of this negative tend has not left the Republic of Tajikistan aside. The recent terrorist attack committed against the foreign tourists in Dangara city once again demonstrated the adverse nature of this phenomenon.

    After that, the following presentations were made for the participants:

    • International AML/CFT/CPF standards;
    • Requirements set forth in the AML/CFT/CPF legislation of the Republic of Tajikistan;
    • National ML/TF risk assessment;
    • Procedure of submitting reports to the Financial Monitoring Department;
    • AML/CFT/CPF inspections of entities engaged in transactions with funds and other assets

    The Financial Monitoring Department demonstrated the short video about the fight against terrorism and violent extremism to inform the participants about the terrible and severe consequences of terrorist and extremist activities that have become the global problem faced by the modern world.

    After demonstrating the video, Mr. Faizullozoda answered the questions raised by the workshop participants, who condemned the recent terror attack against the foreign tourists in Dangara city.

    The chairman of the Tajikistan Lawyers Association Mr. Nuriyddinov expressed gratitude to the parties and senior officials of the National Bank of Tajikistan for the excellent organization of the workshop and noted that such workshops help to increase the professional knowledge of specialists. Besides that, the participants proposed to hold similar workshops in future for further strengthening the national AML/CFT/CPF system.

    Closing the workshop, Mr. Faizullozoda thanked the participants for attending to this event and noted that the Financial Monitoring Department is ready to work with the national ministries and agencies for developing mutually beneficial AML/CFT/CPF cooperation.
