On 14 May 2025, the Islamic Republic of Iran ratified the United Nations Convention against Transnational Organised Crime (Palermo). This step took place in accordance with the Action Plan developed by the FATF in 2016 to address strategic deficiencies in the Iran's AML/CFT system. One of the key points of the Plan is that the country should become a part of the Palermo and Terrorist Financing Conventions.
Commenting on this event, EAG Executive Secretary Sergey Teterukov stressed that ratification of the Palermo Convention demonstrates the Islamic Republic of Iran's progress in strengthening its national system to combat transnational organised crime and money laundering, as well as demonstrating the country's determination to fulfil its obligations on the international level in this regard. He believed that the next step towards implementing the Action Plan could be the ratification of the UN Convention for the Suppression of the Financing of Terrorism (1999).
Mr. Teterukov also noted that, at the 41st EAG Plenary in November 2024, the delegations of the EAG Member States expressed their support for the measures taken by the Iranian authorities to be removed from the FATF list of high-risk jurisdictions, and declared their readiness to provide technical assistance to strengthen AML/CFT measures in the country.
