The President of the Russian Federation has signed Federal Law No. 462-FZ of 15 December 2025, which introduces amendments to the federal laws “On Countering the Legalization (Laundering) of Criminal Proceeds and the Financing of Terrorism” and “On Special Economic Measures and Coercive Measures.”
The amendments introduce additional control mechanisms in AML legislation for permitted transactions carried out by individuals included in the list of persons with alleged involvement in terrorism or extremist activities, as well as by individuals whose assets the Interagency Commission on Countering the Financing of Terrorism and Extremist Activities has decided to freeze.
Such transactions should take place through bank accounts and only via credit institutions designated by Rosfinmonitoring following a review of applications submitted by individuals.
The law also reduces the timeframe for financial institutions to apply asset-freezing (blocking) measures regarding individuals and entities included in the Rosfinmonitoring list. In addition, it requires financial institutions to suspend permitted payments to listed individuals if law enforcement agencies place them on a wanted list.
Amendments to the Federal Law “On Special Economic Measures and Coercive Measures” clarify the entities authorized to apply coercive measures, define the persons subject to such measures, and address issues related to the duration of their application and notification procedures.
The provisions of the Federal Law will enter into force at different times, depending on their content.
