    A.    General Information on EAG Plenary Meeting

    The event was attended by delegations of EAG member states: Belarus, China, India, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, and representatives of the EAG observer states and organizations: Afghanistan, Armenia, France, Iran, Italy, Mongolia, Montenegro, Poland, Turkey, USA, FATF, APG, MONEYVAL, Egmont Group, Anti-Terrorist Centre of the Commonwealth of Independent States (ATC CIS), Eurasian Economic Commission (EEC), Asian Development Bank (ADB), Executive Committee of Commonwealth Independent States (EC CIS), Interpol, International  Monetary Fund (IMF), UN Office on Drugs and Crime (UNODC), World Bank (WB), Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and Their Precursors (CARICC), as well as the UNOCT and UNSC 1267 Committee Monitoring Team which were invited by the Chairperson.
    The EAG Chairperson Ms. HAO Jinghua (China) chaired the Plenary.
    Mr. LIU Guoqiang, Assistant Governor of the People’s Bank of China and Mr. LIU Yang, Vice Governor of Jiangsu Province have addressed the EAG Plenary.

    B.    Important Issues of the Plenary Session

    The Plenary approved the Mutual Evaluation Report (MER) of the Kyrgyz Republic and its Executive Summary as part of the 2nd round of EAG mutual evaluations. The Kyrgyz Republic became the first EAG member state that passed the mutual evaluation according to the revised FATF Standards. The Plenary noted the progress of the Kyrgyz Republic in improving its AML/CFT system since the previous evaluation. The Plenary discussed the key findings, priority actions, and recommended actions regarding Kyrgyz Republic’s AML/CFT regime. Upon completion of the FATF quality and consistency process the report will be published at the EAG website.
    According to the Procedures of the 2nd round of EAG mutual evaluations the Kyrgyz Republic will present a progress report to the 30th EAG Plenary Meeting in May-June 2019. 
    By the decision of the Plenary the UNSC 1267 Committee’s Analytical Support and Sanctions Monitoring Team was granted status of an observer in the EAG.
    The Plenary considered practical CFT efforts by the member states. The Plenary reaffirmed the relevance and high-priority status of efforts aimed at combating terrorism and its financing. 
    The Plenary approved the Typological Report titled “Identification of Individuals Assisting Terrorist Organizations in Purchasing Tickets for Terrorist Fighters”. The report will be published on the EAG website.
     The Plenary approved the 2017 EAG Report and the 2019 EAG budget.

    C.    Next steps 

    The Plenary noted the importance of strengthening cooperation with the Asia-Pacific Group (APG) in studying ML/FT typologies. The Plenary noted the relevance of the upcoming joint EAG/APG typologies workshop (Novosibirsk, Russia, December 2018) and approved the proposals to hold jointly with APG a study titled Financing of Terrorism with Illegal Proceeds, including the Proceeds of Organized Crime. 

    D.    Cooperation with International and Regional Organizations, which are EAG Partners

    The Plenary discussed coordination of technical assistance and supported the concept of holding a Regional technical assistance donors and providers meeting. The EAG Member States and observers believe that this approach will promote the efficiency of technical assistance and meet the needs of the member states in developing their national AML/CFT systems. The progress with this work will be reported to the next Plenary.

    E.    EAG Member States AML/CFT Status

    At the Plenary meeting, information on the amendments to the national legislation of the EAG member-states in the field of AM /CFT and the ML/FT risk assessment was provided.

    F.    Other

    The Plenary expressed gratitude to the People's Republic of China for the warm hospitality and excellent organization of the 28th EAG Plenary Meeting and Meetings of the Working groups. 
    The 29th EAG Plenary will take place in Minsk, Republic of Belarus, in November 2018.
