An inspection conducted by the regional division of the State Control Committee of the Republic of Belarus at a housing and utilities organization in one of the districts revealed the unjustified receipt of public funds.
The violations resulted from the organization’s overstatement of planned and calculated prices for heat supply and hot water supply services, as well as the overstatement of the cost of construction and installation works related to housing repairs and the maintenance of landscaping facilities. In total, more than 300 thousand belarusian rubles was unjustifiably received.
The inspection also established that the housing and utilities organization had unjustifiably cancelled an equipment procurement procedure for a heat exchanger twice. The equipment was subsequently purchased from an intermediary without conducting the mandatory procurement procedure. As a result, the organization overpaid 50 thousand belarusian rubles, as the intermediary’s price was higher than the prices offered by other suppliers during the initial procurement procedures.
Other violations included failure to carry out scheduled technical inspections of certain buildings, exceeding waste storage limits and disposing of waste at unauthorized locations, as well as failure to comply with the deadlines for processing citizens’ requests and applications submitted through the contact center.
In addition, the housing and utilities organization failed to meet a number of assigned targets, including those related to achieving the established rates of labour productivity growth, resource savings, collection of recyclable materials, and other indicators.
Following the inspection, the full amount of unjustifiably received funds was returned to the budget.
An administrative proceeding has been initiated against the officials.
