Issue No. 47 of the Financial Security journal has been published, dedicated to the development of anti-money laundering (AML) legislation. The issue explores topics such as the transformation of AML/CFT legislation at both international and national levels, the role of law in combating specific types of financial crimes, and the legal regulation of virtual and digital assets.
In his foreword to the readers, Director of the Federal Financial Monitoring Service and Chairman of the Journal’s Editorial Board, Yuri Chikhanchin, emphasized the importance of intergovernmental cooperation at the legislative level.
“It is essential to continue the work on harmonizing national legislation, primarily based on the relevant UN documents and FATF Recommendations, aligning them with practical needs, and actively utilizing international experience in this area,” said Yuri Chikhanchin.
The journal features an exclusive interview with Natalya Kochanova, Chairwoman of the Council of the Republic of the National Assembly of the Republic of Belarus. She shared the country’s experience in combating financial fraud, money mule activity, cybercrime, and the development of national AML/CFT legislation.
Nikolay Zhuravlev, Deputy Chairman of the Federation Council discussed in an interview the joint work between the parliament and financial intelligence, the development of cooperation with foreign colleagues, and the Forum of Parliamentarians of EAG Member States.
The journal includes articles by German Neglyad, State Secretary and Deputy Director of Rosfinmonitoring; Anatoly Aksakov, Chairman of the State Duma Committee on Financial Markets; Sergey Teterukov, Executive Secretary of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG); Sergey Pospelov, Executive Secretary of the CSTO Parliamentary Assembly; Taliya Khabrieva, Director of the Institute of Legislation and Comparative Law under the Government of the Russian Federation (IZiSP); as well as contributions from representatives of international organizations, financial intelligence units, and experts from India, Indonesia, Kazakhstan, Kyrgyzstan, Russia, the UAE, and Uzbekistan.
