Fictitious Tenders: An illegal procurement scheme was identified by the State Control Committee of the Republic of Belarus

    An illegal procurement scheme was identified by the State Control Committee of the Republic of Belarus during an inspection of an enterprise within the Belarusian energy system. It was established that over a period of three years, the enterprise purchased metal structures from an intermediary company at inflated prices and in gross violation of procurement procedures.

    During the analysis of commercial offers allegedly submitted by various organizations, inspectors raised doubts regarding their authenticity. Further verification revealed that most of these organizations had long been liquidated or were not engaged in any commercial activity.

    As a result, the same intermediary consistently became the winner of procurement procedures. This intermediary purchased metal structures from a Belarusian manufacturer and subsequently resold them to the customer with a 100% markup, whereas the permitted margin did not exceed 10%.

    The enterprise suffered damages exceeding 300 thousand Belarusian rubles. A criminal case has been initiated.
