Director of a Private Belarusian Company Organized Fake Employment for College Graduates

Regional divisions of the State Control Committee of the Republic of Belarus and its Financial Investigation Department have suppressed the activities of an organization that provided college graduates with services involving fictitious employment.

It has been established that the director of a company owning a hairdressing and beauty salon fraudulently employed college graduates for a period of nearly 3,5 years. In this way, he assisted them in avoiding reimbursement to the state budget for funds spent by the state on training specialists. The organization concluded fictitious employment contracts with graduates, and false entries regarding employment were made in their employment records. To create the appearance of legitimate employment, the company even made minimal social security contributions to the Social Protection Fund. However, none of the purportedly employed graduates actually worked at the organization.

The falsified documents were subsequently submitted by graduates to the college as proof of employment.

For the service of fictitious employment, graduates were required to pay the director approximately 200 belarusian rubles per month throughout the mandatory work placement period. At least 12 graduates were identified as having used this service. The total damage caused
to the state, in the form of unpaid amounts due for evasion of mandatory work placement obligations, exceeded 93 thousand belarusian rubles.

Criminal proceedings have been initiated against the director of the organization and the graduates who used his services. The damage caused to the state has been fully compensated.
