The regional department of the Financial Investigations Department of the State Control Committee of the Republic of Belarus has uncovered facts of corruption at a regional state-owned enterprise engaged in urban landscaping and beautification, as well as in the cultivation and sale of shrubs and flower products.
It was established that, between 2023 and 2025, the enterprise’s warehouse manager repeatedly received bribes from an acquaintance—an individual entrepreneur—for lobbying her interests during procurement procedures for flower seeds.
Despite more favorable prices offered by competitors, the seed supplier was consistently selected based on personal connections. Moreover, the goods supplied by the entrepreneur were often of inadequate quality and overpriced.
The warehouse manager also regularly provided her acquaintance with information on price offers and the range of products proposed by other participants in the procurement process.
The warehouse manager was caught in the act while receiving another bribe in the amount of 5 thousand belarusian rubles. Over the entire period of this “cooperation,” the entrepreneur transferred a total of 30 thousand belarusian rubles to her.
Criminal cases have been initiated against the warehouse manager of the Belarusian state-owned enterprise and the individual entrepreneur. A preliminary investigation is underway.
