Amendments to the rules of payment of funds to an individual included in the list of organizations and individuals associated with the financing of terrorism and extremism, to ensure their livelihoods have been made in the Republic of Kazakhstan

By the order of the Minister of Finance of the Republic of Kazakhstan dated September 15, 2020 № 871 amendments were made to the order of the Minister of Finance dated December 4, 2015 № 613 and it contains the new version of the rules of payment of funds to an individual included in the list of organizations and individuals associated with the financing of terrorism and extremism to ensure their livelihoods.

The amendments will allow persons included in the list to have access to frozen funds in the amount of minimum wage established for current financial year or received in the form of wages or received in the form of labor vacation or received in the form of pension, expenses for business trips, scholarships, allowances, other social payments in accordance with the legislation of the Republic of Kazakhstan.

There is also an opportunity to make payment of taxes, social payments, other mandatory payments to the budget, fines and penalties.

New rules will come into force since November 15, 2020.

The obligation to freeze the funds belonging to an individual included in the list of organizations and persons associated with financing of terrorism and extremism, as well as partial provision of access to them for basic needs is related to implementation of Recommendation 6 of Financial Action Task Force (FATF).
